Position Description??????????????????????????????????????????????????????????????????????
A Sourcing Engineer (also as the Assistant of Purchasing Department) is a frontline core position in supply chain management, responsible for bridging the gap between internal demand and external suppliers. The primary objective is to build a stable, controllable supply system for the University in the most cost-effective manner.
Duties and Responsibilities????????????????????????????????????????????????????????????????????
·??????????To Identify potential suppliers through market research, industry exhibitions, online searches, and other channels; build a supplier database and conduct comprehensive evaluations of their qualifications, production capabilities, and quality systems.
·??????????Be in charge of verifying business licenses, production permits, quality management system certifications, and conduct supplier audits and on-site inspections.
·??????????Be responsible in closely monitoring raw material price fluctuations, industry technology trends, and supply chain geopolitical risks to provide data support for procurement decisions.
·??????????Be responsible for price negotiation and the cost control for projects, to independently conduct RFQs, price comparisons, and commercial negotiations, to achieve the cost reduction initiatives.
·??????????To ensure the contract terms are accurate and compliant, then to track supplier delivery schedules and quality performance, and handle quality exceptions with Logistic Department and the End User.
·??????????To manage the entire procurement process from sourcing, bidding/RFQ, negotiation, contract signing, PO placement, order tracking, inspection and any follow-up business-oriented issues.
·??????????To prepare procurement reports and dashboards to perform statistical analysis of procurement data to support comprehensive institutional or departmental strategical planning.
·??????????Other task assigned by the institution or department.
Required Job Specifications????????????????????????????????????????????????????????????????
·??????????Required qualification / academic degree: Bachelor degree from an internationally reputable university, preferably in Supply Chain Management, Logistics Management, Business Administration, or STEM fields (Mechanical Engineering, Material Science, Chemical Engineering, etc.) are preferred.
·??????????Required experience: Working experiences in higher education institutions or with relevant procurement or supply chain experience is preferred.

·??????????Language ability: Fluent in both written and spoken Chinese (Putonghua) and English;
·??????????Strong sense of responsibility and initiative, and good organizational skills;
·??????????Good interpersonal and communication skills to work in an international, cross-cultural work environment;
·??????????Advanced data processing skill and report writing skills.
